Empirical studies of the 1999–2012 period that considered personal and organizational values congruence have been selected for the sake of comparison. It was analysed what influence the employee relations have on the organizational culture formation of a particular company and subculture formation in departments. Empirical research, results of which are analysed in the article, is based on theoretical framework, that high spiritual culture characteristic are the main factor forming employee motivation and behavior in organization. Knowing the characteristics of organizational culture, which form higher employee motivation, it is possible to reveal the patterns of employee behavior, which correlate with the processes of spiritual intelligence. Leaders work is more effective when their skills correspond with management level. Importance of leadership skills for the first level manager indicates that learned skills are the most important for effective leadership. Applying R. L. Katz (1955) three-skills approach a survey was made in two manufacturing companies on specific skills of the first level managers-leaders and formation of leadership competence through skills and dynamics of skills. Lithuanian district heating sector is highly integrated, local, naturally monopolistic and often municipality owned. Kaunas falls in a rather different position with several private independent heat producers. Despite this, the constantly increasing price of the heat is one of the reasons consumers to complain and to disconnect from the district heating networks. This situation implies strong need for change. Paper contains relevant literature review and a practical survey which is made using an official data and the data from district heating company Kaunas energy. The article ends with conclusions and practical suggestions addressed for Kaunas district heating sector.34 85
