PREFACE

Lithuania has experienced unprecedented changes of late decades. Modern work methods have been implemented in all the social and economic sectors and levels. The most tangible changes ensued in the system of education. This constantly changing area has become the driving force of economic, social and cultural development. However, these changes are chracteristic of not only Lithuania. Our economy, social and cultural life have come to exist in the European and global context, therefore, to characterise it we invoke changes and development.
This publication is dedicated to the international conference ‘Adult Learning for Employability and Citizenship’. The aim of this publication is to present the research of adult learning in Lithuania and other European countries and the generalisations of existing experience, and thereby to encourage politicians and society to address adult learning as an immediate factor contributing to social welfare, and to initiate measures and ensure lifelong learning.
Scientific articles on the basis of research reflecting Lithuanian and European situation and tendencies are published in the first part of this publication.
European dimension is revealed in the articles of P.Jarvis (Great Britain), L.Juergen (Germany), R.Risto (Finland), and E.Trečiokienė (Lithuania) that emphasize political aspects and learning goals: active citizenship, personal self-expression, social exclusion, and employment/adaptability. Successful implementation of lifelong learning is determined by the following focuci: learner-orientation, significance of equal possibilities, and quality and feasibility of learning possibilities. These factors are analysed in the articles of R.Laužackas, B.Gruževskis, B.Česnaitė, and L.Okunevičiūtė-Neverauskienė.
The documents of the European Commission such as A Memorandum on Lifelong Learning, A European Area of Lifelong Learning (2002), European Report on Quality Indicators of Lifelong Learning (2002), and etc. emphasize the necessity to encourage learning at workplaces where enterprises and organizations are becoming learning organizations. It is important to embody equal learning possibilities for all the employees with respect to their work and family conditions. This topicality is reflected in the research of A.Pundzienė, A.Zulumskytė, R.Balvočiūtė, V.Ivanauskienė, L.Varžinskienė, N.Večkienė, and R.Masaitytė. One of the most significant aspects of adult teaching/learning is the innovations related to the emergence of modern methods and forms and their more extensive development, the shift from knowledge to competence, from teaching to learning with focus on the learner. Depending on conditions of a student, varying measures may serve for the above mentioned: learning in the workplace, or the community centre, or at home. Particularly advantageous is learning in the workplace, project learning and organized learning in ‘learning circles’, also distance learning. Modern teaching and learning methods enhance new requirements for the teacher roles and responsibilities. The latter questions are analysed in the publications of G.Linkaitytė, V.Targamadzė, L.Tamošiūnienė, and L.Sajienė. Substantial emphasis is given to the ‘creation of learning culture’ and the ‘development of accessibility to learning opportunities’. The creation of learning culture requires a consistent solution of the question relative to the recognition of learning achieved in non-formal environment or informal learning. The research carried out in this field is presented by M.Teresevičienė and others. To provide the citizenry with the possibility to combine the knowledge acquired at school, university or other institution, at work or in leisure or family sessions, it is necessary to name, estimate and recognise all learning forms.
The questions of informing and counselling, also the questions of an open dialogue among educational institutions, systems and participants of the labour market are analysed by K.Pukelis.
The second part of this publication intends to generalise the existing adult education and learning experience, accomplished activity research, and to substantiate further research possibilities in various fields.
The organisers of the conference and the publishers of this edition hope that presentation of ample research in this publication, oriented to the dimension of European lifelong learning, will stimulate discussions and actions at national, regional and community level given proper support at the European level, and will also create conditions for a growing number of scientists to go further into the problems and research adult learning in association with the labour market, career, and active citizenship.
