Today the majority of researchers agree upon a particularly important role of vocational school in vocational education and training, oriented to practical pedagogical skill acquisition. Unfortunately, in VET teacher training reality the role of school has not been so important as theoreticians intend to see. Several aspects can account for that. On the one hand, the idea of “pedagogical clinic”, now undergoing rebirth in the shape of work place and study integration, was undeservedly forgotten for a long time. On the other hand, today vocational school as an organisation has not fully understood its mission, i.e. the fact that concern about the vocational education and training of the members of its guild – VET teachers – is a very important part of the overall mission.
An experiment plays a significant role in scientific practice. Every experiment is grounded in certain theories that it is supposed to confirm or reject. However, the experimental data are immensely important for the development of the initial theoretical concept of the experiment. Therefore, initiated by European Training Foundation (ETF) and supported by the Danish, Latvian, Lithuanian and Finnish governments, a three-year-long (1999-2002) project “Reshaping the focus and structure of TTT in Latvia and Lithuania” was particularly designed to practically test theoretical concepts on the increasing role of vocational school in VET TT.
This issue publishes a part of research outcomes of the investigations carried out during the project as well as practical experience accumulated by schools experiment-participants about the possibilities of increasing the school role in TTT, discussed in the international scientific-practical conference “Vocational teacher qualification as the most important criterion in further development of VET” that took place in Vytautas Magnus University, Kaunas, on the 25th of April, 2002. In the articles and presentations, the priorities of TTT in the context of lifelong learning are analysed as well as the challenges of today’s knowledge society to continuing learning of VET teachers, the role of mentor in improving the integration of theoretical and practical pedagogical studies and, consequently, cooperation between higher and vocational schools, the Norwegian experience in mentor consultancy skill development is introduced, the action world change impact upon teaching and learning method change in VET, as well as VET as a learning organisation change problems and major landmarks for development, the changed role of universities in TTT, new teacher and educational institution roles in the context of VET changes, organisational change initiation experience at schools-participators in a three-year-long experiment, didactic vocational teacher in-service training aspects in Germany, the experience of TTT system development in Latvia and other issues are explored.
This issue of the journal also presents some conceptual documents developed in the process of scientific research and national as well as international projects – an outline of Lithuanian Vocational Teacher Training Strategy and major documents (projects) of Lithuanian Vocational Teacher Training Conception, including Vocational Teacher Occupational Standard, exceptionally important for the scientific foundation of vocational teacher training. The editorial board of the journal believes that this experience is beneficial in developing standards for general education basic school, secondary school and gymnasium teacher professional standard, the more especially as the Centre for Vocational Education and Research at Vytautas Magnus University has carried out fundamental research enabling the development of such standards.
We hope that material published in this issue of the journal will be useful and interesting to all, scientists and practitioners, and will promote further teacher training research development facilitating the improvement of teacher training practice in Lithuania and other countries. As always, we look forward to readers’ rational suggestions and requests that contribute to the enhancement of the quality of the journal.
